Hi, I’m Joel Palmer, the founder of Harbourmetric and an experienced Technical Project Manager with a passion for making professional certification training more practical, affordable and accessible.

My mission is simple: to help learners build genuine confidence, not just memorise answers. Harbourmetric practice tests are designed to challenge your decision-making, explain why each answer is correct, show why the alternatives are wrong and help you develop knowledge that carries into both certification exams and real-world roles.

My professional background spans many years of delivering multimillion-dollar technology projects across the defence, government and commercial sectors. I have led networking, satellite communications and digital infrastructure initiatives, including projects for airports, rail networks, government organisations, schools and major Australian institutions.

My experience includes managing projects valued up to $10 million AUD, coordinating multiple concurrent workstreams and taking complex initiatives from planning through to successful delivery.

That real-world experience shapes every Harbourmetric course. The scenarios are built to reflect the kinds of requirements, constraints and trade-offs professionals face whether selecting a cloud service, securing an environment, troubleshooting a technical problem or making a project decision under pressure.

Before moving fully into project management, I worked in technical engineering and hands-on IT support roles, troubleshooting networking, server, malware and data-recovery issues as well as many other complex technical challenges.

This combination of technical knowledge, delivery experience and business understanding allows me to create learning material that connects theory with practical implementation.
